Someone is offering to recover my funds for an upfront fee — is that legitimate?
Be very cautious. Guaranteed crypto recovery services, especially ones asking for a fee upfront, are frequently scams targeting people who've already been scammed once. Peter will never guarantee recovery and won't ask for payment on that basis.
